The RIMAS Governing Council consists of professionals and Academics in fields and industries related to Risk Management. All Council Board Members have years of experience and are respected by peers and colleagues alike. All board members actively work or participate in a related industry and give their time willingly.

Dr. Roy Rimington has held senior management positions up to director level for nearly 30 years in major electrical/electronic/automotive international companies in the United Kingdom  and  East Asia such as Lucas Industries, the General Electric Company, Tatung (Taiwan), GPT & Siemens Telecommunications, Oxford Cambridge International.  Having a wide range of experience in Quality, Environment, Operations, Design & Development and Service relating to Commercial, Military & Public sectors.

Currently, Dr Roy is a Senior Manager in the Public Service Centre for Organisational Excellence (PSCOE) Civil Service College Singapore, and was previously on the teaching staff of Ngee Ann Polytechnic, Singapore, covering diploma and advanced diploma courses. He has 10 years of Public Sector working experience.

He  has  been  an  adviser  to governments and trade associations in China, Vietnam,  Myanmar  and  Eastern  Europe  in  the  development  of  business excellence  and  quality  strategies.  He has undertaken many consultancy projects on topics such as Six Sigma, Cost Reduction, Integrated Management Systems, ISO and Process Improvement. Also, he has been a keynote speaker, lectured   and  presented  papers,  courses  and  workshops  in  companies, universities  and  at  conferences in Europe, USA, China, Taiwan, Malaysia, Singapore,  Indonesia,  Myanmar  and  Vietnam. 

He holds a PhD (Management Science) University of Keele (U.K), BA (Hons) degree (Business Studies) University of Staffordshire (U.K) and Diplomas in Quality, Electronics & Electrical Engineering. Dr Roy is also a member of the Singapore Quality Institute’s (SQI) Public Relations Committee, and Certified Lead Auditor in QMS, EMS, School’s Excellence Model (SEM) Assessor, and WIT’s judge.

His scope of experience in Risk Management covers:  Nuclear Power Station projects, Product Liability, establishment of a Joint Venture in Shanghai (technology transfer), Outsourcing, Employee Assessment & Development and Organisational Excellence.

Mr. Lee joined RIMAS by invitation in February 2006 as a Council Member and Second Vice President. He has been representing SPRING Singapore as technical expert in the ISO (International Standards Organisation) Working Group for Risk Management since its inception in August 2005. In the last few years, Mr. Lee has been responsible for driving program risk management and supporting the implementation of enterprise risk management.

Mr. Lee has over 18 years of experience in Product Design & Development, Engineering, as well as Manufacturing Operations, in various capacities from Engineer, Manager, Assistant Director to Deputy General Manager. He had also served more than 10 years in concurrent appointment as General Manager of an associate joint venture company with a major overseas industry partner, and as Vice President (Business Development, Corporate Affairs, Quality Systems and Safety and Risk Management.

Mr Sean Chan has been elected as RIMAS Council member since 2007. He has been involved in risk management, asset management and internal audit in power and oil & gas industries for more than 12 years. The risk management works involved include establishment of risk management functions, development and implementation of ERM framework and processes for various companies both local and overseas.

Prior to this, he held various positions from Superintendent to Director in ship management and marine consultancy companies in Hong Kong. He holds a Master in Business Administration and a B.Eng (Hons) in Mechanical and Marine Engineering. He is also a Chartered Engineer (UK) since 1996 and Certified Lead Auditor in QMS since 2000.

Mr. Kenneth Su is currently an Equities Broker with DBS Vickers Securities dealing with the Singapore securities market. He has experience with the financial markets and in areas of financial and credit risk management.

Ms Ng Hwee Hong has been elected as RIMAS Council member since 1999.  In the past, she has held other positions within the Association as Honorary Treasurer (1999 & 2001), Honorary Secretary (2000 & 2002), President (2003 & 2004) and 1st Vice President (2005 & 2006).

Hwee Hong has been working in the areas of captive insurance management and risk management for about 17 years.  During which, she has acted as principal officer of the captive insurance companies under her management and was responsible for the efficient performance of the captives’ operations as well as all aspects of local regulatory compliance.

She has experience in conducting captive feasibility studies and compiling reinsurance submissions, board papers, budgets and cash-flow statements for the captive insurance companies under management.

Hwee Hong has also been involved in the administration of global and local insurance programmes on behalf of clients throughout the region and acts as a liaison between underwriters, insurance brokers and clients.

She holds an Associate in Risk Management designation from the Insurance Institute of America.

Dr Yee is serving as 1st Vice President and had served five terms as President. He is also the Chairman of the Federation of Asia, Pacific & African Risk Management Organisations (FAPARMO) and a Director of the International Federation of Risk and Insurance Management Association (IFRIMA) and is a Board Member of the Singapore Professional Centre. Dr Yee has had many years of experience in insurance and risk management before joining NTU, and held director and Principal Officer positions in insurance and risk management companies. He was a Visiting Professor at the Georgia State University and has conducted training seminars for senior corporate executives in the region and has acted as consultant to leading banks, insurance companies, the Singapore College of Insurance and other corporations in Singapore and overseas. He has published several books on risk management and numerous articles in local and international journals and conference proceedings. His current research interests are in various aspects of corporate risk management and personal financial planning.

Mr Gary Lai has been a RIMAS Council member since 1998.  Presently Gary is the Manager – Risk Management with Chevron International, the parent company of Caltex Group. In his regional role, Gary is responsible for developing and implementing risk management programme for the company’s up- and down-stream operations in Asia Pacific including Australia and New Zealand, Middle East and Africa. Prior to this, he was the Risk Manager with PSA Corporation for 3 years and the Risk Management Consultant with Richard Oliver International for 8 years. Gary holds a bachelor degree in Civil Engineering. He is an Associate in Risk Management (USA) and a Chartered Insurance Practitioner (UK).

Mr. Wong was elected as a council member in 2002. He is re-elected as Honorary Treasurer in 2003. He has been involved in risk management for more than ten years, and has experience working in various capacities in the marine and project management businesses, from ship design, operation, survey, management, training, auditing and consultancy. He had held senior management positions in International companies and Local enterprises for more than fifteen years.

Mr. Peter Kam

Mr Peter Kam has been a RIMAS Council member since 1993.  Currently, Peter is the principal consultant with PK Safety Consultants.  Prior to this, he was the deputy general manager with Spot Management Services for eight years, providing safety consultancy, auditing and training to industries both in Singapore and Malaysia.  Peter has over 30 years of experience in occupational safety and health management. He has also received safety and health training both locally and in Japan.

Mr. Teo Boon Kwang graduated with a degree in Civil Engineering [B.Eng (Civil)] from Nanyang Technological University in 1993. He has over 9 years of experience in the construction industry working with international contractors, consultants & clients and over 4 years in the insurance industry particularly in the area of risk management.

Mr. Teo is currently the Senior Manager with the Industry Capability Building Department of the Ministry of Manpower's Occupational Safety & Health Division. As part of the new strategic outcomes under the new Occupational Safety & Health (OSH) framework, Mr. Teo will work with industry partners to engage Small and Medium Enterprises (SMEs) to assist them to implement OSH management system in their businesses. His current project includes overseeing the $5 Million Risk Management Assistance Fund (RMAF) which aims to help SMEs build up risk assessment capabilities.

Mr. Teo has been a council member of RIMAS since 2003 and also a Member of The Institute of Engineers, Singapore (MIES).

Ms Sabrina Syon
Singapore Refining Company Private Limited

Sabrina Syon holds a Bachelor Degree in Accountancy from the University of Singapore (now NUS). She is the Senior Accountant for Singapore Refining Company Private Limited (SRC), an oil refinery located in Jurong Island, Singapore.

Sabrina also manages the Insurance Risk Administration as well as Fixed Assets & Projects for SRC.  Prior to joining SRC, she has worked in the audit, banking and manufacturing sectors.

Sabrina joined RIMAS in 2003 and was elected as a Council member since 2004. She was also the Honorary Treasurer for 2004.
